Chard Receives Approval for Development of 451 Homes at Douglas and Caledonia 

Following more than two years of public consultation and thoughtful planning, we are pleased to announce that Chard’s proposal to rezone 1961 Douglas Street and 710 Caledonia Avenue in Victoria received unanimous support from Mayor and Council on June 29, 2023.  

The mixed-use development – put forward in partnership with BC Housing – includes three unique but related buildings of 16, 21 and 21 storeys above a shared podium. Envisioned as a progressive, inclusive community, the three towers will provide below-market rental housing owned by BC Housing and operated by a not-for-profit as well as secured market rental housing and condos for a total of 451 homes. The 133 below-market rental homes will be made available to hardworking Victorians – including nurses, firefighters, servers, sales associates and others – at rents that range from deep subsidy, to rent geared to income, to near market rates. As a result, the development impacts virtually every level of the housing continuum, and will provide attainable housing to households with incomes that range from very low to above moderate. 

In addition, the development will contribute to the creation of a walkable, transit-connected community through the inclusion of employment space, a childcare centre and community-serving retail that includes a large grocer. An 8,000 square foot public plaza at the corner of Douglas and Caledonia will act to foster a sense of community connection. 

The development is anticipated to result in the creation of approximately 2,200 jobs during construction. When completed, it will bring Chard’s portfolio of completed mixed-use and residential developments within the City of Victoria to 14 projects.
